Background of the Study
Street begging remains a visible socio-economic challenge in many urban centers, including Jalingo, where it reflects underlying issues of poverty, unemployment, and social exclusion. Adult education initiatives have been increasingly viewed as an instrumental tool for reducing street begging by providing alternative pathways for economic empowerment and social integration (Musa, 2023). In Jalingo, efforts to integrate vocational training and literacy programs into adult education have been implemented with the aim of equipping individuals with the skills needed to secure gainful employment. The theoretical underpinnings of these initiatives suggest that when adults acquire new competencies, they are less likely to rely on begging as a source of income (Adetola, 2024).

Despite these promising interventions, the effectiveness of adult education in addressing the root causes of street begging remains contested. Many programs are hampered by insufficient funding, inadequate curriculum design, and limited outreach to the most vulnerable populations. Furthermore, socio-cultural factors, including stigma and entrenched poverty cycles, often negate the potential benefits of these programs (Olayinka, 2025). Research indicates that a multifaceted approach is required—one that not only imparts academic and vocational skills but also addresses psychological, social, and economic dimensions of poverty. The integration of community support mechanisms and partnerships with local industries has shown promise in enhancing the impact of adult education on reducing street begging in Jalingo (Taiwo, 2023). Nevertheless, continuous evaluation and adaptive program strategies are necessary to ensure that these educational interventions meet the dynamic needs of the target population.

Statement of the Problem
In Jalingo Local Government Area, street begging persists as a complex social phenomenon despite ongoing adult education programs aimed at economic rehabilitation. The problem is multifaceted: while adult education is intended to provide alternatives to begging by imparting employable skills, the actual uptake and impact of these programs have been limited by structural and systemic challenges. The primary issues include inadequate program funding, poorly tailored curricula that do not fully address the specific economic realities of beggars, and limited accessibility for the most marginalized individuals (Solomon, 2023). Additionally, the stigma associated with street begging discourages potential participants from engaging in adult education initiatives, thereby perpetuating a cycle of poverty and dependency (Chukwuemeka, 2024).

Another critical concern is the lack of robust monitoring and evaluation systems that can accurately measure the impact of adult education on reducing street begging. The absence of such frameworks means that the effectiveness of these programs remains largely anecdotal, with limited empirical evidence to support their long-term benefits. Furthermore, external factors such as economic downturns, high unemployment rates, and insufficient community support further dilute the potential impact of educational interventions. Without a comprehensive understanding of these interlinked challenges, policymakers and educators find it difficult to design and implement effective strategies that can provide sustainable alternatives to street begging (Ikechukwu, 2025).

  3. To propose actionable strategies that can enhance program effectiveness and economic reintegration.

Research Questions

  1. How effective are adult education programs in reducing street begging in Jalingo?

  3. What strategic interventions can improve the outcomes of adult education in this context?

Research Hypotheses

  1. Participation in adult education programs is negatively correlated with reliance on street begging.

  2. Insufficient program resources significantly affect the successful economic reintegration of former beggars.

  3. Tailored vocational training enhances the transition from begging to gainful employment.

Significance of the Study
This study is significant as it explores the potential of adult education to offer sustainable alternatives to street begging. Its findings will help shape policies and programs that better address the socio-economic challenges in Jalingo, ultimately improving community well‐being (Nnamdi, 2024).

Scope and Limitations of the Study
The study is limited to investigating the effectiveness of adult education programs in reducing street begging within Jalingo Local Government Area, Taraba State. It does not extend to other urban areas or social issues.
